Dr. Mahmud is an Associate Professor at the College of Law, Prince Mohammad bin Fahd University, Saudi Arabia, where he teaches Maritime & Space law and Environmental law since September 2017.
Mahmud holds a Bachelor of Law (International Islamic University, Malaysia) (1995), Master of Laws (University of Malaya, Malaysia) (1999) and Doctor of Philosophy (University of Edinburgh, Scotland) (2009) and admitted as Advocate and Solicitor (High Court of Malaya) in 1996. He was a recipient of the United Nations Institute for Training and Research Fellowship Program in International Law, The Hague (2002).
Prior to joining Prince Mohammad bin Fahd University, Mahmud was the Deputy Legal Advisor at the Office of Legal Advisor and Integrity, National University of Malaysia and Associate Professor at the Faculty of Law, National University of Malaysia.
Actively engaged as external examiner for postgraduate research (Master and PhD in Law) at various universities and has contributed to various research projects in Malaysia including the “Legal and Policy Issues on Air Transportation and Services”, “Identification of Body Principles and Functional Practice of Siyar (Islamic International Law) in Strategic Areas with a view to Revitalizing the OIC Mission Structure”, “Study on Professional and Academic Skills in Teaching of Laws for Professional Courses: Advocacy and Industrial Training Courses”, “Valuing Heritage: A Study on Designation and Compensation Issues with Special Reference to Historic Building in Malaysia’, and “The Protection of Intangible Cultural Heritage in Malaysia: A Study of Cultural Ownership and Safeguard Measures”. He has published widely in these areas and is currently completing a monograph on heritage law.
Beyond the academia, Mahmud is a also member of the editorial board for the Melaka Journal of Heritage (a project fully funded by the State Government of Melaka, Malaysia) where he was also the Founding Chief Editor (2011-2016), actively consulted on various international law issues including the dispute over Pulau Batu Puteh (Pedra Branca) between Malaysia and Singapore and sits as a Committee Member at the Advocates and Solicitors Disciplinary Board, Kuala Lumpur, Malaysia. Currently, he is engaged as a Legal Specialist for Saudi Heritage Preservation Society for Farasan Islands' Normination for UNESCO Man and Biosphere Program (2020-2021).
